Is picking up a discarded fighter a good idea or a bad idea? And if I wanted to pick one up should I ask permission from the former owner? Any info on this subject would be much appreciated.

In general, I'd say it's a mostly bad idea.
Remember, they were discarded for a reason.
Being that they're almost always at a lesser rating than status, there's a lot of rebuilding before they can get to a point where you can reliably fix their stats through training. Sure, there's always intensive, but that's a bit of a shot in the dark.
I would stay away from them, personally -- and I do.
You're better off using a build of your own, so you can understand the nuances that make things different -- and figure out how you want to adjust it.
It won't ruin your webl career to use discards -- but it won't help much, either.

That's kinda' what I was figureing. But I am still curious about the undefeated fighters and the others that have very few defeats, and the ones of these that have titles, why would these be discarded.

Once in a while, you will see a diamond in the rough in the discards. Usually when/if I toss a fighter, its due to being all beat to hell or just a bad build altogether. I ran a few to contenders, but thats all they were good for. They didnt have any life whatsoever in contenders at all.

Well, I agree, however, when I competed in the discard challenge, its a tournament type where everyone grabs a discarded fighter and tries to get them to contenders, there were several guys in the high teens status / rank wise. It can be done, I've tossed fighters out of my gym that were viable fighters, I just got tired of having to weed through my retireds.
But generally I agree that you should stay away from them, there cool once in awhile just to have some fun with though.
